Ashe and Singed

As you know I have been playing LoL and haveing a great time. This is the Ashe build I have been doing Ashe build one and it works but is this one better Ashe build two? Also looking for a good Singed build I love him but havn't found a build I have been 100% about yet and links would be great.

    my fav ashe build is going for a philosipher stone 1st and build to a black cleaver asap. you can harass and stay in lane forever with the stone and get the cleaver very fast. I also get teleport so at 4mins i can recall and get the stone. also with tele you can ult somone and then tele to a tower creep or ward and meet the arrow there to get a kill.
